Rpm,fuel gauge,hot and cold gauge, speedo meter not working

My horn is not working. Think it's a blown fuse. Looked at all fuse boxes and the word horn is not written anywhere on either fuse boxes(see photos). So wondered where it could be. Getting it ready fo… 

When I turn the key in the ignition switch, I only get a whirring sound, and no response from the engine. The dashboard lights up with what appears to be every light coming on.

Unable to start when the ignition is on and it complain of no1 and no4 ignition plug

I replaced the ignition pick up coil the ECU distributer cap rotor ignition coil
And still no start :( I am not getting spark to the spark plugs please help
