Engine dies after starting

Volkswagen Jetta 2009 Jett 19.9 TDi 120000 miles
Whilst driving my 2009 1.9 TDi Jetta suddenly lost power and then died. It starts but dies almost immediately. There is smoke coming from behind the turbo. There is no exhaust gasses coming out of the back at the exhaust. If I disconnect the airflow hose to the intercooler the engine runs.
If i disconnect the air to the intercooler the engine still runs.
Whilst doing either one of the above and i disconnect the air intake from the air filter their is exhaust smoke coming from out ( so it is blowing air instead of sucking.

No boost on turbo

Volkswagen Jetta 2008  190000 miles
When I accelerate it takes a while for the car to take off , about 2200 revs when the speed increases. I have a straight though exhaust and the “boo” noise from the turbo is very little to none. Perhaps the turbo needs to be adjusted???
