Won't start no crank no click, cluster lights and anti theft icon flashes repeatedly

Pop hood, lock car, unplug negative terminal for 13 seconds. Unlock car and wait 5 seconds before opening. Put key in ignition and turn, wait 5 seconds before cycling engine. If it doesn't work, repeat till it does. Pats system is having a failure and immobilizing the vehicle. I'm taking my vehicle in to have to issue dialed in. Car immobilizes even when driving w/ this issue. Very unsafe

Escape 2001 When driving through a puddle of water, the steering stiffens and the dashboard shows the battery icon. After 5 seconds this light turns off and the steering comes back to normal.
