Cooling Fan not getting started after the AC is switched On.

Cooling fan not getting started when the AC is switched ON. But the fan gets started after the engine temperature reaches 90 Deg C. Even after it is running, it runs at a low speed.
AC Blows hot air as the Freon booms out of the car from the AC compressor Pressure relief valve. Many times Freon has been charged to the system and then Freon gets relieved out from the Pressure relief valve. Fan does not run at the desired speed. Fan doesn't start when the AC is swithched ON, but the Engine temperature remains at 90 Deg C even for a long drive and the engine temperature remains almost constant.
Trials attempted:
1. Replaced AC Compressor Pressure relief Valve - (No issue found)
2. Checked and replaced the Fuses of the Cooling Fan -(No issue found)
3. Checked the Fan Control Module- (No Issue Found)
4. Checked the power supply to the Fan and found that 12 V is getting supplied to the Fan
5. Checked the Car with OBD and did the Fan desired speed simulation test and found the fan is being operated at 9% and simulated the Fan speed via computer to 90% and then found the fan speed increased, but when the OBD is disconnected the fan spins at 9% again.
Have no clue how to troubleshoot the issue with the cooling fan, and because of this the AC is not in operable condition.
Specialist/ Friends help me out to troubleshoot this problem with my car.
