Changed the wheel with the replacement, one as it was flat (punctured). Lights come on, on the dash, bur wont turn over, tried a bump start, but didn't work either?

We've always had an issue with that wheel since buying it, either the sensor, the tyre or wheel, but something isn't quite right tyre always seems to deflate and the sensor used to go on all the time indicating tyre needed air, now it doesnt come on whrn it needs air.
