Above mentioned problem, diagnosis always shows throttle fault

Car overheat. Changed water pump , thermostat and turbo charger. Revs don't go over 4900 revs

Chevrolet Cruze 2012 2.0 vcdi ltz 91000 miles
This sounds a bit bizarre but when outside air temperature is 18 degrees centigrade and above, the car begins juddering/hesitating. Below this outside air temp eg winter driving, the car drives perfectly. Appreciate any help
