My Malibu stalls every time I go to fill the fuel tank and the tank plug is removed. It is then really hard to start the engine for the first time, any ideas?

Check engine light and the car continues to shut down to reduced power service esc service traction all these warnings. I have had code for the purge valve the canister vent valve the fuel pump the throttle body and have replaced all of these things reset codes and while driving through the first cycle the car all the sudden the engine power gets reduced and i have to pull over the engine light and traction control light are back on and so i start the process again I can not pass emissions please anyone

Air in tank. Have to trickle the fuel in. Just happened. Vehicle 2009 Malibu. Never done that before. Could it be charcoal cannisters, blocked vent tube, gas cap ,bad valve or something else.
