After lots and lots of diagnostic tests via a multimeter, visual inspection, changing any blown fuse (20A fuse underneath the dash for the PWR/CIG relay), which is known to also power the OBD port itself, there was still no power.
I finally opened up the panel to take the OBD-2 Port out for inspection and saw the wire for pin 16 was torn out. I have no idea if this is fixable without getting an entirely new port/harness to be installed ($$$)!!
